Q: Why was the pool established?
A: SDPAA was established to address the dual problems of availability and affordability by providing political subdivisions with broad, cost-effective coverage. This was done at the request of public entities across the state of South Dakota.
 
Q: What law governs pooling?
A: South Dakota Joint Exercise of Governmental Powers Law - Chapters 1-24, authorizes public agencies to enter into agreements to jointly exercise common authority power, including self-insurance pooling.
 
Q: Who is eligible to join?
A: Any political subdivision in South Dakota is eligible to apply. Participants must be approved by the Administrator.
 
Q: What coverages are provided?
A: Coverages provided are:
  • General Liability
  • Automobile Liability
  • Automobile Physical Damage
  • Public Officials Liability
  • Law Enforcement Liability
  • Property, Inland Marine, Boiler & Machinery, Crime coverage
Q: What are the advantages of pooling?
A: The advantages of pooling are:
  • Better Coverage. Coverages are specialized for and geared to exposures faced by governmental entities.
  • Stability. Pooling is not subject to the market whims of the standard insurance market.
  • No taxes or fees.
  • Profits belong to members of the Pool.
  • Members are able to participate in claims handling.
  • Flexibility of coverage forms.
  • Emphasis on Loss Control, including on-site surveys, Safety Committee Set-up.
  • Training and Education, including Defensive Driving Courses by certified instructor.
  • Video Library.
  • Funds are invested in the State of South Dakota, rather than going to an insurance company's operations and stockholders.
