The SOUTH DAKOTA PUBLIC ASSURANCE ALLIANCE is a public entity risk-sharing pool providing liability, automobile and property coverage to local governments in the State of South Dakota. It was established to address the dual problems of availability and affordability by providing political subdivisions with broad, cost-effective coverage. This was done at the request of public entities across the state of South Dakota. Since 1987, over 250 governmental entities have joined the SDPAA.
 
South Dakota Joint Exercise of Governmental Powers Law - Chapter 1-24, authorizes public agencies to enter into agreements to jointly exercise common authority power, including self-insurance pooling. Governmental pooling not only provides broader coverages at a reasonable cost; it also stabilizes coverage costs by eliminating wide fluctuations in premiums, which makes budgeting for governmental protection easier. Other features of the SDPAA include:
  • Broad coverage available at a low price
  • Specialized risk management, loss control and claim services
  • Stable long term alternative to other forms of protection
  • The Pool Board of Directors consists of South Dakota political subdivision officials
  • The Pool is non-profit and collectively owned by its members
  • Reinsurance coverage protects members against excessive losses
The Pool has achieved its primary goals of providing broad coverage at stable, affordable rates. In addition, the Pool has helped members save substantial dollars in insurance costs.
