Hagan Benefits, Inc. / Governmental Pools / HPSD The Health Pool of South Dakota (HPSD) was created in conjunction with the South Dakota Municipal League in response to the ever-increasing cost of health care. The objective was to stabilize rates in response to: Proposed health care reforms BC / BS split and SDML request Increasing insurance costs and medical inflation Success of pooling The purpose of the Pool is to assist local government in their efforts to control health care costs.   HPSD was started in 1995 and provides health insurance for governmental entities in the State of South Dakota. The Pool is a self-funded program, protected by reinsurance for large catastrophic claims. To keep rates competitive, HPSD has contracted with a large preferred provider network (TLC) which discounts enrolled hospital, clinic, doctor and pharmacy billings.   The HPSD has multiple plans to choose from with a choice of deductibles.
